RRWCD to Hold Quarterly Board Meeting
The Board of Directors of the Republican River Water Conservation District (RRWCD) will hold their regular fourth quarterly board meeting in the conference meeting room at the Cobblestone Inn and Suites, on Tuesday, November 15, 2022, beginning at 10:00AM. The Cobblestone Inn is located at 35952 US Hwy 385, in Wray, CO, 80758.
The meeting will begin with the affirmation of Board members representing the Sandhills GWMD, Frenchman GWMD, Logan County, Yuma County and the Colorado Groundwater Commission. New members to the Board representing these organizations will be sworn in.
The Board will review the minutes of the August 16, 2022 quarterly Board meeting, minutes from the executive session of the August 16, 2022 quarterly Board meeting, the minutes of the special virtual Board meeting held on August 25, 2022, and the minutes of the special virtual Board meeting on September 19, 2022.
Reports to be given include Board President’s report, General Manager’s report, the District financial report for the third quarter, an update on the number of acres retired in the South Fork Focus Zone, and a report from the Compact Compliance Pipeline operator, Tracy Travis.
Beginning at 10:30 AM, the Board will hold a hearing on the draft 2023 budget. During the hearing, the Board will review and make comments about the draft budget. At the end of the hearing, the public will also have an opportunity to make comments. The draft budget will be voted on during the Board Action Items session.
The Board will also receive reports from Board committees and associated organizations. The Board will receive update reports from the RRWCD’s water engineer, conservation program specialist, state and federal lobbyists and legal counsel.
The public comment session will be held at 1:00 PM.
The Board will receive reports from the State Engineer’s office and from Republican River Team Lead Commissioner Chris Kucera. Kari Linker, local representative for Senator Hickenlooper, James Thompson, from Senator Bennet’s office and Darlene Carpio, representing Congressman Buck’s office will present reports from their respective offices for the federal legislators.
The Board will consider a recommendation from the Personnel Committee on the Colorado Family Medical Leave Insurance (FAMLI) program. The Board will also consider making payment in lieu of Yuma County taxes on property owned by the District.t
The Board will vote on Resolution 22-05, which would allow the RRWCD to purchase water permits in the South Fork Focus Zone when well owners have applied for conservation programs but were not approved due to the lack of federal agency funding. The Directors will also vote on Resolution 22-06 to allow SFFZ land irrigators to pay the last 2 years of under-assessment to reconcile their acreages with the tax rolls.
During the Action Items session of the meeting, the RRWCD will vote on resolutions to appropriate funds for 2023, the location of public notice for Board and committee meetings and the 2023 professional’s rates. The directors will also vote on allowing a special Board meeting to be held outside of the Basin.
The Board will elect officers and review their membership to each RRWCD committee.
The RRWCD Board of Directors may hold an executive session to receive legal advice on legal questions and litigation concerning water rights; to discuss and determine positions, develop strategies, and instruct negotiators concerning the purchase or lease of water rights; determine positions and instruct negotiators concerning water supply acquisition, receive legal advice on legal questions related to such agreements, contracts and easements, discuss program applications for matters such as the Compact Compliance Pipeline, Bonny Reservoir and personnel matters.
